Help Create An Innovation Agenda For The Next Administration

Darrell West of the Governance Studies program of the Brookings Institution is seeking to crowdsource ideas, feedback and insights into how the government can promote an innovation economy.  The results of this effort may go into an eventual report put out by West for new members of the next Administration.  Below this post, we've pre-loaded an initial list of 96 different possible agenda items, as prepared by West, for an innovation agenda, covering a variety of proposals touching on these topics:

  • the building of digital infrastructure
  • the promotion of entrepreneurship and economic development
  • improving productivity in the private and public sectors
  • improving education and workforce development
  • strengthening creativity and invention
  • improving university commercialization
  • improving decision making through data analytics
  • protecting digital assets
  • harmonizing cross-border laws to promote the digital economy
  • promoting socially responsible innovation

Now we need your help:

  1. Read through the list of items listed below this post
  2. Vote (up or down) on the items, based on the priority you believe they deserve
  3. Comment on individual items, with suggestions, thoughts, information, clarifications, etc.
  4. Respond to others' comments and discuss the various ideas being proposed
  5. Add your own items if you feel there are ideas that are lacking from the initial 96 items

Encourage use of non-exclusive licenses by amending the Bayh-Dole and Stevenson-Wydler Act to introduce an explicit government preference for non-exclusive licenses. Without banning the use of exclusive licenses, an explicit preference in the letter of the law increases the power of agencies to promote wider use of patents and turns the weight-of-proof on the licensees who must justify their need for an exclusive patent.

Eliminate the Federal Department of Education, granting greater state control of k-12 as well as Higher Education. Thus promoting real and true interstate competition in education.

Education innovation could indeed be spurred by decentralizing decision-making about how education is delivered.

I am totally in favor of this and work on it all the time, but it is not an innovation issue.
@mlinksva What's the specific complaint with the current system?

Curiously, news reports recently found most folks are happier with the recent TSA improvements.
@jimharperdc innovation seems to be interpreted really broadly in this forum. How abut innovators being reticent to do business in the US?

The layout of this page has skewed the weight of the ranking system toward the items in the top of the list. I don't believe casual passers by are going to take time to scroll the entire list. If the outcome of the rankings is going to be used in any formal capacity then there should be a different layout. At the very least, the order of the list needs to be randomized per user upon visiting the page so that all of the items receive equal attention.

Eliminate "human DRM" federally, aligning non-compete and related policies in all states with California's.

@mmasnick yes I recalled that posting when making this suggestion but didn't bother to look it up. IMO "DRM of human capital" is your best coinage.

Measure innovation by its social benefits, not by counting rent-seeking activity (patent grants).
